In fairness to Neo has his power from his belief in no rules at all "no borders or boundaries". So "Who to kill" is not so relevant to him. After all he died and realized it was his choice to stay dead or return to his body. So do those he kills in the Matrix really die, or are they just reprogrammed? Like a game re spawn wake up and think that had been a dream? But he does put his love of Trinity above all those people in their cars, who get sucked along as he flies to save her when she falls to her death. Where as, Superman is slowed down saving by people from every little thing as he flies by. Lazer eyes burning falling glass etc. Yet still breaks The One rule "It is forbidden for you to change human history!" when it comes to saving Lois Lane that rule goes out the window.

The One

Keanu Reeves, Neo is your computer generated Superman.
But Superman stands for "justice peace and all that stuff" Perry white (used to be and the American way but that doesnt mean much any more.). Maybe we can forgive Neo, since we know it is all a computer generated dream world? (and just a movie LOL) Neo's own lucid dream if you will. How would you act in a dream that you are in total control of? Not very democratic to kill everyone in your way for the needs of "The One."

Morpheus said "The Matrix is a system, Neo. That system is our enemy. But when you’re inside, you look around, what do you see? Businessmen, teachers, lawyers, carpenters. The very minds of the people we are trying to save.

But until we do, these people are still a part of that system and that makes them our enemy.

You have to understand, most of these people are not ready to be unplugged. And many of them are so inert, so hopelessly dependent on the system that they will fight to protect it.

Were you listening to me or were you looking at the woman in the red dress?…

If you are not one of us, you are one of them… sentient programs. They can move in and out of any software still hardwired to their system. That means that anyone we haven’t unplugged is potentially an agent.

Inside the Matrix they are everyone and they are no one…"

NEO His speech to the machine

"I can feel you now. I know that you're afraid... afraid of us. You're afraid of change. I don't know the future. I didn't come here to tell you how this is going to end. I came here to tell how it's going to begin. I'm going to hang up this phone, and then show these people what you don't want them to see. I'm going to show them a world without you. A world without rules or controls, borders or boundaries. A world where anything is possible. Where we go from there is a choice I leave to you"

Where we go from here is a choice I leave to you???

What a choice to give away to the machines!!!!!

BUT HE TRUSTED THEM!!!

"You’ve already made it. You’re here to understand why you made it."

The Oracle
Why does Neo get confused with the architects TV room, thinking that this is the mainframe? Where the path of The One ends, with the door of light, it is actually the cross of light at the end of the third film when he meets the mainframe computer. Even the Oracle doesn't know what Neo will do on the other side of that door? !

Will DNA computer technology help us build the real Matrix?
